This is obviously not a system you can do any gaming on - however its far from worthless. It should handle basic wordprocessing and email/internet just fine, especially if you run linux. I’d recommend xubuntu or DSL(D*mn Small Linux). It would work great as a childrens computer, allowing them to access the internet/type school papers etc - without it being a huge calamity if it breaks. An easy upgrade would be to add another 256 or 512MB of RAM, which would cost ~20, and probably provide a significant performance upgrade.
